Cast Delay: Global Cooldown
Range: Screen-Wide
Duration: Up to 5 Minutes
Description: Decreases character's attack delay
with maces and axes by 30%. Decreases nearby
characters in party's attack delay with maces
and axes by 20%. This skill cannot stack, but
overwrites the effect and duration from other
Smiths if it is worse. Changing from a mace/axe
to any other weapon (including bare fists)
cancels the effect.
