Description: Decreases the user's attack delay
with Maces and Axes by 30%, and with all other
melee weapons by 20%. Decreases nearby party
members' attack delay with Maces and Axes by 20%,
and with all other melee weapons by 10%. This skill
cannot stack, but overwrites weaker effects and
effects with a shorter remaining duration.
